Our Change License Is Now Apache-2.0

Navigator is source-available under the Business Source License 1.1, and running it to deliver legal services to other people needs a commercial licence from us. We are changing one parameter of that licence: each version we publish used to convert to the GNU Affero General Public License four years after publication, and from here on it converts to the Apache License, Version 2.0 instead, the same Change License SurrealDB and Restate use for their own Business Source License grants. That means a version becomes fully permissive once it converts, with no obligation on anyone to share their modifications, rather than staying copyleft forever; any version already published under the prior terms keeps the Change License it shipped with.
